Abstract: This study proposes a new conceptual framework that guides (1) the series of crisis emotions experienced by the publics after the outbreak of natural disasters, (2) how the crisis emotions shift during and after the natural disasters, and (3) how the crisis emotional flow influence publics’ and organizations’ coping strategies.
