Abstract
Media freedom is officially recognized as a fundamental human right in Article 19 of the Universal Declaration of Human Rights, yet the extent to which nations enjoy freedom of expression through media varies considerably. This conclusion is based on elite evaluations of press freedom. this paper uses a new and unique data set to examine the relationship between elite evaluations of the media systems by elite evaluators and evaluations from the general population.
